Defines "adult oriented retail establishment" as commercial businesses offering sexually oriented material, devices, or paraphernalia as a substantial portion of their business, excluding on-site displays or sexual activities.

Prohibits new adult oriented retail establishments within 500 feet of each other, 200 feet of school bus stops or residences, or 500 feet from churches or schools, measured property line to property line.

Requires adult oriented retail establishments to prevent sexually oriented materials from being visible outside the business at any time, with violations punishable by fines up to $5,000.

Declares unlicensed adult entertainment establishments to be nuisances subject to abatement under Delaware's Drug Nuisance and Social Vices Abatement Act.

Grants the Commission authority to refuse licenses if substantial community objection exists or if granting the license is not in the public interest, based on defined criteria including resident opposition or adverse quality of life impacts.
