Clarifies that approval decals affixed to manufactured home data plates signify the installer's certification that the home was installed in accordance with all applicable laws, rules, and regulations.

Permits counties and municipalities to hire inspectors on a contract basis to perform manufactured home installation inspections on their behalf, consistent with current practices for other home construction inspections.

Allows limited temporary exceptions to installation requirements for up to six months when a manufactured home is installed as emergency relief for residents whose legal dwelling has been damaged or destroyed by fire or natural disaster.

Requires licensed installers and their employers to maintain surety bonds or irrevocable letters of credit and liability insurance as determined by the Board, with employers responsible for all acts or omissions of their licensed installers and assisting employees.

Reduces the required lettering size on work vehicles from 3 inches to 2 inches and permits use of the abbreviation "Lic. Mfd. Home Installer" instead of full identifying information to address cost and space constraints.
