Renames the "Dual Party Relay Advisory Committee" to the "Telecommunications Relay Service Advisory Committee"

Establishes the Committee's purpose to oversee the relay services contract, Delaware Relay website, product announcements, and outreach programs

Specifies the Committee shall have 11 members including a TRS utility representative, TRS contractor representative, State 911 Administrator, and representatives from disability advocacy organizations and state agencies

Requires the TRS utility to reimburse the Committee for reasonable expenses incurred for interpreter services, with costs recoverable through the Commission's standard cost recovery mechanisms for TRS operations
