Amends Delaware's Sex Offender Registry statute (11 Del. C. §4120 and 4121) to bring the state into substantial compliance with the federal Adam Walsh Act and Sex Offender Registry Notification Act (SORNA).

Reduces the notification period for students absent from school from 10 consecutive business days to 7 days, and expands the definition of "student" to include those who enroll in public or private educational facilities.

Requires collection of Internet identifiers, DNA samples, and arrest records (not resulting in conviction) from registered sex offenders, with DNA profiles submitted to the Combined DNA Index System (CODIS) and all information maintained in an electronic database.

Establishes an annual $30.00 administrative fee for registered sex offenders, payable by January 31st each year, and extends the Sex Offender Management Board's deadline for developing and implementing management standards from 2009-2010 to 2011-2012.

Increases the age of consent from 16 to 18 years old in the criminal offenses of Unlawful Sexual Contact, Kidnapping, and Sexual Solicitation of a Child, and expands the list of federal and military offenses requiring sex offender registration.
