Expands definition of "cheating device" to include marked, loaded, or tampered cards and dice used in table games, and adds new definition of "table game" covering games like baccarat, blackjack, poker, craps, and roulette.

Creates 11 new prohibited acts related to table gaming fraud including use of cheating devices, counterfeiting gaming chips, manipulating game components, placing wagers after knowing outcomes, and soliciting game fixing.

Increases penalties for theft-related gaming crimes based on amount: class A misdemeanor for amounts under $1,500; class G felony for $1,500-$50,000; class E felony for $50,000-$100,000; class C felony for $100,000 or more.

Authorizes video lottery agents and employees to detain and question suspected violators with probable cause, with qualified immunity from criminal and civil liability if detention is reasonable.

Prohibits "structuring" financial transactions to evade currency reporting requirements as a class G felony, and enhances penalties for underage lottery gaming and wagering at video lottery facilities for persons under age 21.
