• Amends the Town of Fenwick charter to add forfeiture as a grounds for creating Town Council vacancies alongside death, incapacity, and resignation.

• Establishes automatic forfeiture when a Council member is convicted of a felony or fails to attend three (3) regular Town Council meetings per fiscal year without being excused.

• Provides that forfeiture based on loss of qualifications or violation of the Charter requires approval by majority vote in executive session, with written notice to the affected member within 48 hours.

• Grants the affected Council member the right to request a public hearing within 30 days, to be held within 45 days, where they may present evidence and be represented by counsel; failure to request a hearing bars any challenge to the Council's decision.

• Requires a unanimous vote by remaining Town Council members to determine forfeiture in cases involving qualifications or Charter violations, with authority to subpoena witnesses and take testimony at the hearing.
