Creates a new standalone felony offense of strangulation in Delaware Code Chapter 5, Title 11, Section 607, making it illegal to knowingly or intentionally impede breathing or blood circulation by applying pressure to the throat or neck.

Strangulation is classified as a Class E felony, except when elevated to a Class D felony if the offender used a dangerous instrument or deadly weapon, caused serious physical injury, or has a prior conviction for strangulation.

Provides an affirmative defense if the strangulation resulted from a legitimate medical procedure.

Makes Delaware the 19th state to establish a standalone strangulation felony, recognizing strangulation as a leading indicator in domestic violence deaths.
