• Establishes documentation requirements for vehicles registered at gross vehicle weights exceeding 26,000 pounds, including manufacturer's weight rating plates, new vehicle delivery documents containing VIN and weight rating, or written manufacturer statements.

• Allows Delaware Motor Vehicles Division to assign GVWR based on Federal Bridge Formula for vehicles missing valid manufacturer weight rating plates or unable to obtain manufacturer statements.

• Defines "manufacturer" to include makers of new and incomplete vehicles, vehicle body assemblers, and installers of bodies or equipment that alter gross vehicle weight rating or substantially change vehicle use.
