Authorizes Milford School District to transfer funds between major capital improvement certificates approved in the February 15, 2007 referendum, with approval from the Director of Office of Management and Budget and Controller General.

Permits Delaware Technical & Community College to commence construction of the Owens Campus Energy House if required state and local permits are not granted within 10 working days of application.

Authorizes Delaware Transportation Authority to issue up to $125 million in GARVEE bonds, with proceeds dedicated to the US 301 Maryland State Line capital improvement project and repayment from Federal Highway Administration obligational authority.

Requires video lottery agents to reimburse the State up to $250,000 for costs related to research, drafting, and filing of a certiorari petition in Office of the Commissioner of Baseball v. Markell, divided proportionally among agents based on their sports lottery proceeds.

Grants the Office of Management and Budget authority to develop procedures for energy performance contracts with energy services companies, waiving certain procurement requirements while maintaining prevailing wage protections.
