Aims to increase enrollment in the Program by removing a financial barrier, as only 45% of eligible children are currently enrolled and enrollment is declining.

Designates the Program to provide managed care coverage to uninsured low-income Delaware children without access to affordable employer-sponsored health insurance.

Includes provisions to discourage private employers from eliminating health insurance coverage and incentivizes employers currently providing no coverage to begin offering it.
