Adds two exemptions to Delaware's outdoor lighting cutoff luminaire requirements under Section 7102A(c) of Title 7.

Exempts new or replacement outdoor lighting fixtures installed on Interstate highways, expressways, freeways, interchanges, and Principal Arterials designed to freeway standards where achieving proper illuminance requires significantly more poles and fixtures.

Exempts maintenance of existing lighting systems where replacing fixtures with cutoff luminaires would require full system redesign and reconstruction to maintain recommended lighting levels.

Aims to reduce capital and operational costs for DelDOT lighting projects where cutoff luminaire compliance would necessitate installing many additional fixtures.
