Transfers administration of gasoline sales regulations from the Department of Transportation's Division of Motor Vehicles to the Weights and Measures Unit of the Department of Agriculture.

Establishes price display requirements for motor fuel pumps: per-gallon prices only, or per-liter prices with equivalent per-gallon price displayed in numerals no smaller than liter price.

Prohibits surcharges for credit card purchases or other reasons, though cash discounts are permitted; computed pump price is the maximum charge allowed.

Requires retail gasoline stations with full-serve and self-serve pumps to post signs indicating that self-service pumps will be operated by station attendants for qualified persons with disabilities.

Consolidates fuel quality standards based on ASTM specifications, grants the Office authority to issue Stop Sale orders for substandard fuel, and requires referral of continued violations to the Attorney General for legal action.
