Senate Bill 23 - Frankford Charter Amendment

• Amends Chapter 401, Volume 62 of Delaware Laws regarding the Town of Frankford's charter by replacing Section 26 on Contracts.

• Increases the competitive bidding threshold from $2,000 to $7,500 for expenditures on supplies, materials, equipment, construction, labor, and contractual services.

• Authorizes the Town Council to establish bidding procedures by ordinance; if no ordinance is adopted, procurement shall follow Delaware State Procurement Act requirements.

• Exempts professional services contracts (accounting, architecture, auditing, engineering, law, planning, and surveying) from competitive bidding requirements, allowing negotiation by the Town Manager or Council with prior public notice for contracts exceeding $7,500.

• Requires all contracts over $7,500 to be approved by Town Council and protected by bonds, penalties, and conditions as determined by the Town.
