Establish new § 2730 requiring insurers to deliver cancellation or non-renewal notices to named insureds at least 30 days in advance, or 10 days for non-payment of premium cancellations.

Require notice delivery by regular mail to the insured's address of record and by certified mail, personal service, private package service, or email if authorized.

Prohibit insurers from effectuating cancellation or non-renewal until obtaining proof of delivery, which includes certified delivery receipts, private package receipts, email receipts, or acknowledgement of receipt.

Apply uniform notice requirements to health insurance policies, property and casualty insurance, workers' compensation insurance, and other insurance contracts under Title 18, Delaware Code.

Effective 90 days after enactment, applicable to insurance policies delivered, issued for delivery, renewed, extended, or modified on or after the effective date.
