Establishes the Office of the Public Guardian as an attorney-led agency serving as guardian of last resort for incapacitated Delaware citizens who lack family or other suitable guardians.

Requires the Public Guardian to be a licensed Delaware attorney appointed by the Governor for a six-year term, shifting appointment authority from the Chancellor to avoid conflicts of interest.

Expands the Public Guardian's duties to include advocacy, systemic reform recommendations, public education, and case acceptance prioritization in consultation with stakeholders.

Creates the Delaware Guardianship Commission with 9 members from courts, legislature, Department of Justice, and state agencies to advise the Public Guardian and assess statewide guardianship needs.

Takes effect 30 days after enactment, with the incumbent Public Guardian continuing to serve until a successor is appointed and confirmed by the Governor.
