Removes language from Delaware Code Title 21, Section 4177(d) that previously prohibited felony DUI convictions from being counted as predicate felony convictions for habitual offender sentencing under Title 11, Section 4214.

Amends Title 11, Section 4214(a) to remove reference to "Title 11" in the habitual offender statute, allowing broader application of predicate felony definitions.

Adds felony DUI (Title 21, Section 4177) to the list of crimes that qualify as predicate felonies under Delaware's Habitual Offender Statute in Title 11, Section 4201(c).

Makes felony DUI convictions eligible for consideration as violent felonies under enhanced sentencing provisions of the Habitual Offender Statute.
