Requires student teacher candidates to submit fingerprints and undergo criminal background checks through both the State Bureau of Identification and the FBI before placement in Delaware public schools or charter schools

Prohibits student teaching placements for candidates on the Child Protection Registry at Level III or IV, those convicted of Child Protection Level IV offenses, or those convicted within the last seven years of Level III offenses involving child victims

Higher education institutions make initial suitability determinations, but school districts and charter schools make final placement decisions

Imposes civil penalties of $1,000 to $5,000 on institutions or administrators who place student teachers without receiving criminal background information

Makes it a class G felony for student teaching candidates to knowingly provide false, incomplete, or inaccurate criminal history information
