Requires the Office of Management and Budget to revisit short-term disability denials for women who became pregnant before July 1, 2009 and gave birth on or after July 1, 2009.

Directs use of the 20-day waiting period (rather than the 60-day waiting period) for determining eligibility for short-term disability benefits for these affected women.

Applies a grandfather clause to women who were pregnant before the FY 2010 Budget Bill changed the waiting period from 20 days to 60 days on July 1, 2009.

Limits relief to otherwise eligible state employees affected by the mid-year policy change in short-term disability requirements.
