Establishes a Community Firearm Recovery Program (CFRP) to safely remove illegal, unsecured, abandoned, or unwanted firearms from Delaware communities.

Allows legislators to fund the program using designated amounts from their Community Transportation Funds, and permits private contributions to supplement funding.

Program administered by local municipal police departments, New Castle County Police Department, or Delaware State Police, which select sites and determine exchange values for surrendered firearms.

Permits anonymous firearm surrender without requiring personal identification at redemption.

Grants criminal immunity from illegal firearm possession charges (11 Del. C. §§1442 and 1444) to individuals in good faith traveling to or participating at CFRP sites.
