Allows owners of private passenger vehicles or trucks with three-fourths ton or less manufacturer's rated capacity to apply for a special Delaware Breast Cancer Coalition registration plate.

Charges a one-time $100 fee for initial plate applications in addition to standard registration fees and a $10 administrative fee.

Exempts plate holders from paying additional annual fees beyond standard vehicle registration requirements.

Requires the Department to remit $100 per initial plate issued to the Delaware Breast Cancer Coalition for promoting breast cancer awareness and early detection.

Replacement plates may be obtained at a fee set by the Division to cover plate costs.
