Establishes licensure requirements for genetic counselors in Delaware through a new subchapter in Title 24, Chapter 17, creating the title "Licensed Genetic Counselor" (L.G.C.)

Requires applicants to obtain certification from the American Board of Genetic Counseling (ABGC) or American Board of Medical Genetics (ABMG), submit criminal background checks, and meet other qualifications determined by a newly created Genetic Counselor Advisory Council

Creates a 5-member Genetic Counselor Advisory Council appointed by the Board of Medical Practice to develop regulations, evaluate licensee credentials, and recommend disciplinary actions for violations

Authorizes the Board to issue provisional licenses valid up to one year for candidates with Active Candidate Status who have not yet passed certification exams, renewable for one additional year

Makes unauthorized practice of genetic counseling a Class G felony punishable by a fine of $500 to $1,500 and/or imprisonment up to 2 years; penalties for licensed practitioners include reprimands, probation, license suspension or revocation, and fines up to $500 per violation
