Department of Education shall promulgate a Parents' Declaration of Responsibilities within 60 days of enactment, developed with input from parent/teacher organizations, teachers, and school administrators.

Local school districts and charter schools must adopt the Parents' Declaration or create their own district-level declaration as local policy.

Schools must ask each parent/guardian to sign a Parent/School Agreement based on the Declaration at the beginning of each school year, though parents are not compelled to sign.

Schools must report in their Delaware Public Education Profiles the percentage of parents who have signed the Parent/School Agreement and provide descriptions of how federal Title I funds are used for parental involvement.

Schools must include copies of their parental involvement policy (as required by federal law 20 U.S.C. § 6318) in their public education profiles to allow public scrutiny of parental involvement efforts.
