Requires teachers to have at least 2 years of "Satisfactory" ratings in the "Student Improvement" component of their appraisal within a three-year period to qualify for notice and hearing protections under §1411-1414, in addition to existing 3-year service and 2-year employment requirements.

Excludes temporary teachers replacing personnel on leave of absence and teachers holding temporary certificates from receiving notice and hearing protections under §1411-1414.

Specifies that the two "Satisfactory" ratings need not be consecutive and need only be satisfied once to qualify for protections.

Clarifies that military service time does not count toward years of service requirements for teacher protection provisions.

Applies different procedural requirements for teachers who do not meet the §1403(a) qualifications, establishing a two-tier system for notice and hearing protections.
