Adds definition of "community-owned energy generating facility" as a renewable energy facility with multiple owners or customers sharing output, interconnected to distribution system and operated in parallel with utility facilities.

Allows customers to aggregate multiple meters under same or different accounts regardless of physical location or rate class for net energy metering purposes, with 90 days' notice and annual change limit.

Permits community-owned energy generating facilities to allocate kilowatt-hour credits to participating customers valued at supply service charges, with excess credits rolled over monthly and paid out annually if requested.

Increases net metering system size limit from current cap to 120% of host customer's expected annual electrical consumption, with 120% consumption estimate for new construction based on similar units.

Allows third-party ownership and financing of energy generating facilities while maintaining customer eligibility for net energy metering services and ownership of renewable energy credits unless contractually relinquished.
