Adds enhanced penalties for careless or inattentive driving that contributes to serious physical injury of vulnerable users of public right-of-ways.

Requires courts to impose mandatory traffic safety course completion and up to 100 hours of community service related to driver improvement and traffic safety education.

Suspends (conditionally) fines up to $550 and driving privilege suspension, with penalties dismissed if defendant successfully completes required course and community service within one year.

Defines vulnerable users as pedestrians, people riding animals, and operators of farm tractors, skateboards, roller skates, in-line skates, scooters, mopeds, bicycles, or motorcycles on public rights-of-way.

Prohibits defendants from using voluntary assessment process if citation notes the offense contributed to serious physical injury of a vulnerable user.
