Establishes a three-tier administrative review process for holders disputing abandoned property findings: initial protest to the Audit Manager within 30 days, appeal to an Independent Reviewer appointed by the Secretary of Finance, and final determination by the Secretary of Finance.

Creates a limited exemption from abandoned property reporting requirements for uninvoiced payables between merchants under the Uniform Commercial Code, excluding accounts payable, accounts receivable, uncashed checks, and other credits.

Authorizes the State Escheator to use estimation techniques to calculate abandoned property liability when a holder's records are insufficient for accurate reporting.

Shifts reporting deadlines from August to November for abandoned property reporting and from May to December for escheat account reporting to reduce administrative burden on holders.

Removes requirement for holders to maintain abandoned property reports for public inspection at their headquarters and consolidates reporting requirements to reduce the number of separate filings needed.
