Transfer administration of the Weatherization Assistance Program (WAP) and Low Income Home Energy Assistance Program (LIHEAP) from the Delaware Department of Health and Social Services to the State Energy Office within the Department of Natural Resources and Environmental Control.

Relocate oversight responsibility to the State Energy Coordinator, who already manages the State's Energy Efficiency Resource Standards and coordinates with utility providers.

Enable the State Energy Office to consolidate these federally funded programs with other energy initiatives for improved financial leverage and coordination.

Position WAP and LIHEAP to benefit from Regional Greenhouse Gas Initiative funding generated through CO2 allowance auctions, which is already overseen by the Department of Natural Resources and Environmental Control.

Amend Delaware Code Titles 7, 26, and 29 to reflect the administrative transfer and establish the State Energy Office's role in facilitating both programs.
