Adds new definition to Title 21 of Delaware Code defining "when children are present" as the period immediately before or after a scheduled school day when children are physically present along, adjacent to, or crossing the school zone roadway, excluding their mere presence in the school building.

Amends school zone speed limit regulations to allow 20 mph signs to state time periods or conditions for when the speed limit applies, such as "when children are present" or "while one or more warning lights flash" rather than requiring specific times.

Clarifies that school zone speed restriction signage may use conditional language based on child presence or flashing warning signals instead of fixed time restrictions for greater flexibility in enforcement.
