Amends Delaware Code Title 21 § 118(p) to require operators to carry and produce insurance identification cards upon request by police officers, justices of the peace, or accident parties.

Allows operators charged with failing to produce proof of insurance to avoid conviction by providing proof of valid insurance to the court prior to conviction through in-person appearance, mail, facsimile, or other court-approved methods.

Permits the Justice of the Peace Court to accept proof of insurance by mail or facsimile transmission and to accept guilty pleas in absentia for accompanying charges where voluntary assessments are permitted.

Requires the Division of Motor Vehicles to suspend vehicle registration if an operator is convicted and fails to provide proof of insurance in effect at the time of conviction.

Exempts employees operating employer-owned or leased vehicles from conviction unless the employee knew or should have known the employer's vehicle lacked required insurance coverage.
