Expands Delaware's Medicaid program to include coverage of preventative and urgent dental care for all eligible recipients.

Defines "preventative dental care" to include fluoride treatments, teeth cleaning, restorative treatments, and periodontal disease prevention.

Defines "urgent dental care" to include examinations, diagnostic radiographs, pain treatment, infections, tooth extractions, and incisions/drainage.

Limits annual dental care assistance to $1,000 per recipient, with an additional $1,500 available on emergency basis for urgent care through State Dental Director review process.

Establishes $10.00 recipient copay for all preventative and urgent dental care treatments and sets reimbursement rates to dentists at the same level as Medicaid pediatric dental care rates.
