Changes Delaware Board of Nursing composition from 4 licensed practical nurses to 3, and adds 1 registered nurse educator position to the board

Defines "nurse educator" as a registered nurse who is a faculty member or director of a Delaware Board-approved nursing education program preparing individuals at the RN entry level

Allows Board decisions and orders, including disciplinary actions, to be issued with only the signature of the President or other Board officer rather than requiring a full quorum

Creates a waiver provision for licensure by endorsement requirements if the Board finds clear and convincing evidence that an applicant's education, training, experience, and conduct overcome any deficiency
