Establishes the State Council for Interstate Juvenile Supervision consisting of 8 members to administer Delaware's participation in the Interstate Compact for Juveniles.

Council membership includes the Cabinet Secretary of the Department of Services for Children, Youth and Their Families; Director of Division of Youth Rehabilitative Services; one state Senator; one state Representative; one Family Court judge; the Juvenile Compact Administrator; and two Governor-appointed members, with at least one from a victims' assistance or advocacy organization.

Council shall exercise oversight and advocacy regarding the State's participation in Interstate Commission activities and develop policy concerning operations and procedures of the compact within the State.

Council members select a chairperson by majority vote who serves as the Compact Commissioner and Administrator to the Interstate Commission for Adult Offender Supervision.

Council is required to meet at least twice annually.
