Prohibits possession of deadly weapons outside of a person's principal place of residence while under the influence of alcohol or drugs, with limited exceptions for permit holders.

Defines "under the influence" as having a blood alcohol concentration of 0.08 or more grams per 100 milliliters of blood, or breath alcohol equivalent of 0.08 or more grams per 210 liters of breath, or being manifestly under the influence of illicit or recreational drugs to a degree that endangers persons or property.

Establishes penalties of class A misdemeanor for first offense and class G felony for second or subsequent offense.

Requires revocation of any concealed carry permit for first offense convictions, with ineligibility to apply for a new permit for 5 years from the date of conviction.

Authorizes law enforcement to conduct chemical testing with or without consent when probable cause exists, with refusal to submit to testing admissible as evidence.
