Renames the "Board of Medical Practice" to the "Board of Medical Licensure and Discipline" and updates all Delaware Code references accordingly

Reduces physician members on the Board from 11 to 8 (with New Castle County physicians dropping from 6 to 4) while increasing public members from 5 to 7, and adds the Director of the Division of Public Health as a voting member

Creates an expedited emergency suspension process allowing the Secretary of State and Board President to jointly suspend a medical license within 24 hours when a practitioner poses "clear and immediate danger to public health"

Grants the Division of Professional Regulation authority to contract with independent treatment providers for licensed persons and requires the Division to provide complainants access to investigators to discuss their reports or complaints

Expands the Board's ability to obtain peer review information regardless of whether adverse action resulted, and extends whistleblower protections to all reports of Medical Practice Act violations
