Expands mandatory child abuse reporting requirements to all persons and specifically includes institutions such as hospitals, nursing homes, and the Medical Society of Delaware.

Establishes the Department of Services for Children, Youth and Their Families as the single reporting entity for all child abuse and neglect reports, and requires notification of the Delaware Department of Justice for criminal activity.

Requires the Department to forward reports of abuse or neglect allegations against licensed professionals to the Division of Professional Regulation.

Increases civil penalties for failing to report child abuse from $5,000 to $10,000.

Requires physicians to notify the Board of Medical Practice within 30 days of becoming aware of child abuse or neglect reports filed against them or allegations that would result in listing on the Adult Abuse Registry.
