Allows the 2 law enforcement members of the Delaware Child Protection Accountability Commission (CPAC) to designate proxies as needed for commission meetings.

Requires CPAC to submit its annual report to the General Assembly instead of to the Governor's Advisory Council for Children, Youth and Their Families.

Eliminates the requirement to distribute quarterly written reports to specific House and Senate committees and instead requires such reports be made available to the General Assembly and the public.
