Establishes a three-tiered driving restriction system during emergencies: Level 1 (Warning - exercise extra caution), Level 2 (Restriction - essential personnel and waiver holders only), and Level 3 (Ban - first responders and essential personnel only)

Level 3 Driving Ban violations carry criminal sanctions under 20 Del. C. §3125, while Level 2 Driving Restriction violations result in motor vehicle penalties under 21 Del. C. §4176C

Prohibits employers from terminating, reprimanding, or disciplining employees who fail to report to work during a Level 3 Driving Ban or Level 2 Driving Restriction (if not granted a waiver)

Authorizes the Governor to issue different restriction levels for different areas of the state based on varying severity of conditions

Requires the Delaware Department of Emergency Management to provide public education on the three restriction levels and associated penalties; effective 90 days after enactment
