Completely replaces the existing City of Milford Charter with a reorganized and revised version developed through public meetings beginning in September 2008

Increases residency requirements for elected officials: Mayor candidates must now reside in the city for 2 years (up from 30 days) and Council candidates for 1 year (up from 30 days), with criminal background checks required for all candidates

Revises annexation procedures to align with state requirements, including mandatory Plan of Services, annexation agreements, and limiting property owners in areas to be annexed to one vote regardless of how many parcels they own

Changes the election filing deadline from 30 days to 60 days before elections, and allows the Vice Mayor to count toward quorum when acting as Mayor

Authorizes short-term borrowing up to the amount of annual tax billings for operating deficits, emergencies, or capital projects without requiring a special election, with repayment required within 5 years
