• Amends vehicle registration weight limits to require compliance with manufacturer's gross vehicle weight rating (GVWR), with exceptions for agricultural and construction vehicles until June 15, 2022.

• Requires a $100 fee per vehicle for those registering for extra weight capacity under the agricultural/construction exceptions.

• Prohibits new vehicles, vehicles with GVWR under 65,000 pounds, and vehicles 20+ model years old from being registered above their manufacturer's GVWR.

• Allows 3-axle vehicles to operate at up to 70,000 pounds gross weight when transporting agricultural products or traveling to/from in-state construction sites, subject to the $100 registration fee.

• Clarifies that when total gross weight provisions in the law conflict, the provision allowing the higher weight is voided if it exceeds amounts calculated under the Federal Bridge Formula.
