Dissolves the State Board of Parole and transfers its functions to the Department of Correction and criminal courts.

Creates the Institutional Release Classification Board and Parole Authority, a 7-member body appointed by the Commissioner of Correction, to hear parole applications and determine parole eligibility.

Grants jurisdiction over parole violation hearings and revocations to the criminal courts that originally sentenced the parolee, with specific procedural protections including preliminary hearings and written notice of violations.

Maintains existing parole eligibility standards (1/3 of sentence or 120 days, whichever is greater) and establishes procedures for administrative resolution of technical and minor parole violations.

Requires mental health evaluations for certain felony offenses before parole release and mandates victim notification of parole hearings and decisions at least 30 days in advance.
