Requires permanent revocation of the license of any person convicted of a felony sexual offense as a condition for licensure of psychologists under Delaware Code Title 24, Chapter 35.

Makes failure to report child abuse or neglect as required by Delaware Code Title 16, Section 903 grounds for disciplinary action against licensed psychologists.

Requires licensees to report in writing to the Board within 30 days of becoming aware that any practitioner or healthcare provider may be guilty of unprofessional conduct or unable to safely practice due to mental illness, physical illness, or substance abuse.

Provides immunity from civil damages and criminal prosecution for licensees who make such reports in good faith.
