Amends Title 11 of the Delaware Code to allow good time credit reduction for all sentences except life sentences, regardless of the offense type under Title 11, Title 16, or Title 21.

Good time credit will not apply to sentences imposed under 11 Del. C. §4214 or 11 Del. C. §4204(k), or to sentences imposed prior to the enactment of this statute.

Restores good time credit as a consistent prisoner management tool by eliminating ad hoc prohibitions on specific offenses while maintaining the Commissioner of Corrections' authority to award and forfeit credits.

Does not change existing procedures for awarding good time credit or the ability to forfeit credits for inappropriate prison behavior.

Applies conditional release supervision through Department of Corrections probation officers.
