Clarifies the definition of acupuncture in Delaware Code to include stimulation of body points using both traditional and modern scientific methods of evaluation and point selection.

Adds needles as a permitted tool for oriental medical therapies in acupuncture practice.

Establishes a new license category for Acupuncture Detoxification Specialists (ADS) to perform limited auricular point protocol for treating alcoholism, nicotine dependency, substance abuse, and chemical dependency.

Requires ADS applicants to complete NADA (National Acupuncture Detoxification Association) training or equivalent, maintain current NADA certification, hold a current healthcare-related professional license, and practice only within approved treatment or healthcare settings.

Prohibits ADS from needling body acupuncture points or advertising as acupuncturists, and subjects ADS to Board of Medical Practice and Acupuncture Advisory Council discipline with biennial license renewal requirements.
