Expands application of general municipal election provisions to absentee voting procedures in municipal elections, excluding the City of Wilmington.

Grants municipal Boards of Elections power to hear cases and render decisions on alleged violations of absentee voting provisions and pre-election activities.

Authorizes the Elections Commissioner to hear and decide appeals from municipal Board of Elections decisions regarding absentee voting violations.

Requires the State Election Commissioner to establish a reasonable fee schedule to cover costs of election services provided to municipalities, with initial schedule by December 31, 2010, and reviewed annually in odd-numbered years.

Mandates municipalities to reimburse the Department of Elections for reasonable costs of providing voting machines and services based on the established fee schedule.
