Requires firearms show vendors to obtain verification from a licensed dealer that a criminal history record check has been completed before selling, delivering, or transferring any firearm at a firearms show.

Allows licensed dealers to facilitate firearm transfers between private parties at gun shows and charge a reasonable fee not to exceed $35 per background check performed.

Establishes penalties of class A misdemeanor for first violations by firearms show vendors or licensed dealers who willfully and intentionally sell firearms without background checks; second or subsequent offenses are class G felonies.

Makes it a class G felony for prospective purchasers or transferees who willfully and intentionally make false statements or present false identification in connection with firearm purchases or transfers at gun shows.

Grants exclusive jurisdiction over offenses under this section to the Delaware Superior Court.
