• Requires the Department of Health and Social Services Division of Public Health to conduct inspections, set minimum standards, and issue $600 annual licenses for abortion clinic operations.

• Mandates comprehensive facility, equipment, and personnel standards including designated medical director with hospital admitting privileges within 30 miles, ultrasound equipment, post-procedure recovery rooms, and emergency protocols.

• Requires detailed medical screening including ultrasound evaluation for all patients, with physician review of results and gestational age estimation before procedure.

• Establishes criminal penalties (Class F Felony for unlicensed operation, Class G Felony for violations) and civil penalties up to $5,000 per day of violation, with injunctive relief authority for the Director.
