Amends Title 29 of the Delaware Code to include legislative caucuses in the definition of "public body" when meetings involve redistricting and reapportionment matters.

Expands the definition of "public record" to include all documents, emails, writings, and information related to the redistricting and reapportionment process, overriding existing FOIA exemptions and common law exceptions.

Makes redistricting documents and records created from January 1, 2011 through the present subject to public disclosure requirements, as well as all future redistricting records.

Requires all meetings and discussions involving the redistricting process to be open to the public, removing the ability to conduct these matters confidentially within legislative caucuses.
