Grants the Department of Health and Social Services authority to establish safety and sanitary standards for locations where medical or health-related treatment is provided, and to investigate and inspect such locations upon receiving complaints or following adverse events

Defines "adverse event" as patient death or serious injury, determination that unsafe conditions may cause death or serious injury, or initiation of a criminal investigation related to medical treatment

Authorizes the Department to order closure of locations that pose substantial risk to health or safety until conditions are remedied

Adds maintaining unsanitary or unsafe treatment locations as grounds for discipline by the Board of Medical Licensure and Discipline, including fines, certificate suspension or revocation

Enables the Division of Professional Regulation to conduct inspections and share information with the Department of Health and Social Services regarding unsafe or unsanitary conditions at medical treatment locations
