Adds new Section 6310 to Title 18 of Delaware Code governing affiliations between Delaware health service corporations and insurers administering CHIP buy-in programs.

Requires the Insurance Commissioner to deny approval of change-of-control transactions unless the Delaware health service corporation will administer Delaware's CHIP buy-in program with monthly premiums similar to those offered in the state where the insurer previously administered a CHIP buy-in program.

Mandates that premiums for income-variable CHIP programs match the insurer's previous state offerings, and that individuals qualifying for free coverage in the insurer's prior state be charged actuarially consistent premiums in Delaware.

Defines "change of control affiliation" as any transaction resulting in a change in effective control of a health service corporation, as described by applicant or determined by the Commissioner.

Applies to all proposed transactions or affiliations after enactment and to pending applications at the time of enactment, while preserving the Attorney General's and Insurance Commissioner's existing statutory and common law authority.
