Amends Delaware Code Title 7 to allow commercial crab pot and crab dredger licenses to be transferred more than once, removing the previous one-time transfer limitation.

Permits posthumous transfer of unexpired shellfish licenses to a designee after the license holder's death.

Deletes the restriction that prohibited license transfer if the license had previously been transferred to a designee on or after July 12, 1995.

Makes the amended provisions retroactive to July 12, 1995 to apply to any person who died while holding an unexpired license.
